HEALTHY START PROGRAM DIRECTOR

Maternal and Child Health Consortium of Chester County (MCHC), the leading advocacy and service agency for women, children and families in Chester County, is seeking a Director with the experience and leadership ability to manage our largest initiative the Healthy Start Program. This Program annually provides prenatal, home visiting, and case management to over 1000 parenting and pregnant women in the County.

We are seeking an experienced leader to continue the growth and development of the Healthy Start Program.

Responsibilities Include:
The Healthy Start Program Director provides leadership, training and coaching to Managers at community sites located throughout Chester County in order to: develop outreach plans which publicize programs and meet enrollment objectives; achieve program goals and objectives; develop and ensure adherence to program policies and protocols; effectively manage program staff including recruiting, hiring, training, interpreting and applying employee policies and assessing staff needs; and proactively resolve programming, staffing, and administration issues.  The position also oversees related services including prenatal and parenting classes, depression screening and support groups, and car seat safety events.

This “hands on” role assesses the quality of program operations, achievement of objectives, barriers to achievement of objectives and solutions to overcome barriers. In addition, the Director is responsible for the accuracy and timeliness of program data collection; the preparation of timely reports on program activities, utilization, and quality assurance; and, working with other members of the senior management team, determines annual program objectives and provides budget oversight. This individual is also expected to be a leader in the maternal and child health community and apply the latest research to the Program’s design and delivery.

This senior position represents MCHC in interfacing with a wide range of audiences including community partners, funders, and relevant state and national associations.

Requirements/Desired Competencies Include:

  • A strong work ethic with the proven ability to lead a team; the capacity to build and maintain strong positive working relationships; a high degree of personal integrity, ethics, and initiative; and the demonstrated capacity for managing complex programmatic challenges.
  • A track record of at least 7+ years at a senior management level achieving successful results in program planning and implementation, staff development and management, budgeting, and evaluation preferably in the maternal and child health or related field.
  • A Master’s degree in social work, public health or related human services field and relevant professional licensure.  
  • A passionate commitment to improving the health of women and children.
  • Exemplary oral, written communication, interpersonal and negotiation skills. Bilingual ability in Spanish and English a plus but not required.
  • Skilled at adjusting to changing priorities and managing workload changes and impacts, including multi-tasking to meet deadlines and changing staffing requirements.
  • Proven strength as a strategic, creative and flexible thinker with an exceptional ability to synthesize and analyze information.
  • Ability to collaborate with the IT team on the implementation of technology solutions to enhance services. Highly proficient in Microsoft Office.

BILINGUAL ADMINISTRATIVE ASSISTANT

This position offers a unique opportunity to work in community based sites for the Healthy Start Program throughout Chester County, Pennsylvania. Healthy Start is one of the services offered by MCHC. MCHC has an outstanding team of employees committed to providing the highest quality of service to their clients.


Responsibilities:

  • Entering data from selected client data forms into a central database in accordance with program procedures. Reviewing and completing missing data lists and entering missing information in the database system as needed. Identifying incomplete or inaccurate data or other data discrepancies in client data forms prior to entering data; informing supervisors of data problems; and requesting clarification of client information.
  • Organizing sites’ forms and client files, materials and supplies for distribution to clients, etc.
  • Providing support to sites’ staff and supervisors in: producing and printing accurate reports and materials.
  • Contacting participants and handling the logistics including setting up supplies and refreshments for educational events, activities and support groups.
  • Preparing reports and distributing them to appropriate staff on a timely basis.
  • Filing participant data forms and other client related materials.
  • Performing other administrative support duties as required, including but not limited to: answering phones, contacting clients, photocopying, and preparing client mailings.

Qualifications:

  • Must be fully bilingual in both written and verbal Spanish and English
  • High School diploma or G.E.D required; some college a plus
  • Previous work experience, preferably including  2 years experience as an Administrative Assistant in a fast paced, team oriented environment
  • Strong data entry skills alpha and numeric with ability to type minimum of 50 wpm
  • Proficiency with use of Windows and Microsoft Office (Word, Excel, Access, and Outlook)
  • Must be willing and able to travel to Healthy Start sites throughout Chester County including those located in Kennett Square, West Chester, and Phoenixville
  • Detail oriented, strong organizational skills, and ability to effectively manage multiple tasks simultaneously
  • Ability to perform quality work within deadlines with or without direct supervision.
  • Excellent communication and interpersonal skills
  • Able to work flexible hours (one evening per week)
  • Valid Drivers’ license, car insurance, daily access to a car and cell phone  
  • Ability to successfully complete criminal and child abuse background checks

PHOENIXVILLE HEALTHY START
FAMILY HEALTH ADVOCATE

Responsibilities:

  • Identify pregnant women, through outreach in the community and referrals from agencies, and enroll them in the program. 
  • Publicize the program to the community through one-on-one contact, health fairs and other special events.
  • Contact pregnant women by telephone and home visits to provide emotional support, health information, and referrals to health care and social services.
  • Serve as the pregnant woman’s advocate and accompany her to health and social service agencies, as needed.
  • Maintain complete and accurate records.

Qualifications:

  • Minimum of high school degree or GED. Completion of college coursework in a relevant field highly desired.
  • Strong ties in Phoenixville and surrounding communities.
  • Proven interpersonal and communication skills.
  • Previous work experience, especially in social services, a major plus.
  • Valid Drivers’ license, car insurance, daily access to a car and cell phone required.
  • Ability to successfully complete criminal and child abuse background checks.
